Very recently, jwe modified mkoctfile to contain all of octave-config's
variables

This addresses the last question in comment #10,
But then the purpose of "mkoctfile -p" overlaps with the purpose of
"octave-config" and the newly reported bug about supporting pkg-config. So why
do we even need "mkoctfile -p"?
The answer going forward appears to be that octave-config will be deprecated.
I don't know how that influences the rest of this bug report.
