Details:

Since the version 4.4 (now updated to version 4.4.1) I can open only one file
in the Text Editor. With one file already opened I cannot open any other one,
either by double clicking on the filename in the File Browser, nor applying
the "Open an existing file in editor" action button. I have to close the
already opened file and open another one. The Text Editor doesn't accept more
than one file to be opened.

My installation is by the book the octave-4.4.1-w64-installer.exe file, on
Microsoft Windows 10 Pro Build 17134.
