Details:

The help string for mkoctfile lists three categories of variables.  The first
category is environment variables that may be overridden by the programmer and
are used by mkoctfile during its operations.  The second category is
environment variables that may be overridden, but which mkoctfile does not
use.

It *appears* that some variables in category 1 such as BLAS_LIBS should really
be in category 2.
