Follow-up Comment #2, bug #55391 (project octave):

Yes, this is with the Command Window active and focused.

This is with "Disable global shortcuts" checked, so that readline key bindings
take preference over the GUI's bindings. If I uncheck that preference, then
Ctrl+o activates the File->Open menu item and there is no crash.

And if I bind another key to the same function, for example Ctrl+t, which does
not have a GUI binding, then it doesn't matter if the setting is checked or
unchecked, the crash occurs.
