Follow-up Comment #25, bug #53539 (project octave):

The recent topic "Problem processing data logs" on help-octave should be
considered when developing a solution for this bug. The Unix decision to make
the functionality of __strptime_internal hidden was taken when the world of
computing was very different than it is now and should be revisited.

Furthermore if the functionality is exposed in the C API it should be exposed
in Octave too, to allow a much better solution to "Problem processing data
logs" than is currently available.
