Follow-up Comment #26, bug #53539 (project octave):

Given that glibc is a GNU program, I suppose we could just copy
__strptime_internal and make it a function in liboctave, adjusting its time
zone behavior to our liking. It's probably pretty stable now so it wouldn't be
much of a maintenance burden.
