Details:
Looking at the Octave GUI, I don't see any user interface to set the path, as
there is in Matlab.
Matlab has a "Set Path" button that calls "pathtool":

And in the contextual menu of the File Browser, one can:
Add to Path > Selected Folders
> Selected Folders and Subfolders
Remove from Path > Selected Folders
> Selected Folders and Subfolders
