Follow-up Comment #18, bug #35910 (project octave):

Any objections to me pushing the simple patch file #47275 to call 'setlocale'
to initialize the user's locale settings when Octave starts? Should we also
include the 'setlocale' Gnulib module? The Gnulib manual indicates it may help
with some bugs on MinGW and Cygwin systems.
