Follow-up Comment #21, bug #46521 (project octave):

'make all' is just for compiling the .oct files locally, and creates a
PKG_ADD/DEL for running ocally which is where I think you are seeing the
issue.

'make dist' should create a tarball that can then be installed.

However, it is missing the bootstrap script  - I guess I forgot to add that
the patch - I'll update it when I get a chance
