Details:

Following the instructions in 
https://octave.org/doc/interpreter/Compiling-Octave-with-64_002dbit-Indexing.html

I found the following

* BLAS and LAPACK: (version 3.9.0) 
   * There is no OPTS nor NOOPT variable in make.inc.example. Only
FFLAGS_NOOPT, should the other variables be create? Is it enough to modify
this variable?
   * Advise to change installation prefix by modifying the variable
CMAKE_INSTALL_PREFIX:PATH in the CMakeCache.txt file 

* QRUPDATE: the variable to change the lib folder BLAS and LAPACK are
commented as they are only needed for tests in the Makeconf file

Failure: 

* SuiteSparse: fails with -lopenblas missing. I assume it shouldn't be looking
for openblas, but my recently compiled library, shouldn't the instructions say
how to change the library to link with?
