Follow-up Comment #30, bug #57730 (project octave):

It was reported before that some systems prevent executing files in  the
default %temp% directory.
Could you please try setting temp to a different directory for which you have
write (and execute) permission?

setenv('temp', 'C:\some\other\directory');  % This directory must exist


Does this allow installing packages?
