Follow-up Comment #15:
I made the same changes to dec2hex to support segative numbers. See changeset
https://hg.savannah.gnu.org/hgweb/octave/rev/f618edac2a29.
I'll file another bug report that dec2bin and dec2hex should be able to handle
negative numbers below -flintmax/2.
I think that is enough to mark this bug as fixed.
