Thinking about this bug, maybe Octave should provide better documentation,
rather than trying to better guess from the registry.

Even if the user has properly installed Java 8, 15, ... she has to set the
PATH variable anyways

to make Java properly work with Octave.  Am I right with this assumption?  

Thus Octave's attempt to (better) detect Java is going to fail anyhow (without
explanation to the hard working user) if the PATH variable is not set properly
by her.

If my assumption is right, I would like to improve the documentation

and "fix" this more sustainably on that level.
