Details:

The "ocs" package depends on "odepkg" that was (temporarily?) removed from the
list of Octave Forge packages that are shipped with the Windows installer
created with MXE Octave.

Many (most?) of the functions of odepkg have been ported to core Octave.
So does "ocs" still depend on "odepkg" or can this dependency be removed?

This question probably has several aspects to it:
- How to tread this in the upstream package? If Octave is older than a given
version depend on "odepkg" otherwise don't?
- Should ocs also be removed from the list of Octave Forge packages that are
build in MXE Octave?
- Can we remove the dependency (possibly with a patch in MXE Octave) and keep
shipping "ocs" for Octave 6?
