Follow-up Comment #1:

FWIW, I can't reproduce this on any of the Windows 10 boxes at my disposal (2
at home, 2 at work) with any of Octave-4.x, 5.x, 6.1 and dev Octave.

What you might try is to delete the GUI settings file (after making a backup
of it first), it lives in your home directory:
%USERPROFILE%\.config\octave
and is called 'qt-settings'.
Make sure Octave isn't running; move the 'qt-settings' file to somewhere out
of the .config subdirectory, restart Octave and try again. Octave will
re-welcome you, just ignore that and try again.

If it doesn't fix your issue, can you try again with Octave-6.1.0 ? (just
released).
