Follow-up Comment #3, bug #59626 (project octave):

i have seen similar behavior on 5.2.0. I can't ever trigger it on purpose, but
on occasion I basically 'lose the cursor' in the editor.  I can highlight with
the mouse, but can't make any edits. I believe switching focus away from
Octave and back again usually restores ability to type.
