Follow-up Comment #26, bug #59628 (project octave):

I don't think in practice there is much concern.  Programmers who are working
on the command-line and using a one-off invocation of octave to do some work,
'--eval', are likely to be sophisticated enough to understand options and can
use the man page to discover "--persist".
