Follow-up Comment #2, bug #59806 (project octave):

Yes that patch fixes it.

I'm experimenting with changing the header search order; patch is attached. 
With this it's preferring <amd.h>, etc. instead of <amd/amd.h>, and would fail
when oct-sparse.h can't find any of the SuiteSparse headers.  Previously it
would fail when umfpack.h can't find amd.h, kind of an obscure case.
