Follow-up Comment #3, bug #59821 (project octave):

Do you have write permissions to the original installed/octave paths? 

Not sure if its a bug or just  should be clearer on documentation? As it does
update the package the user has access to. It just doesnt remove the global
one.

Its probably the same in linux ?
