Follow-up Comment #5, bug #59822 (project octave):
Installation on my home desktop didn't induce this error.
I'll see if zipping up the working installation + unpacking it at work (i.e.,
not installing) makes a difference.
But I think this smells of a security/policies and/or antimalware issue.
