Details:

The Windows installer installs the Linux Python header files. Thus stopping
octave from installing any package that requires Python headers( for example
Octave Pythonic package).

Try:

pkg install
https://gitlab.com/mtmiller/octave-pythonic/-/archive/v0.0.1/octave-pythonic-v0.0.1.tar.gz


The problem was solved after I replaced the headers with the correct ones in
(C:\Program Files\GNU Octave\Octave-6.2.0\usr\include).
