Update of bug #59821 (project octave):

                 Summary: [octave forge] (ga) pkg update with ga 0.10.2
installs in user home folder instead of packages folder on windows => "pkg
update" ignores previous package version to be global or local

Recently, I came back to work more on pkg again

 Just to note, there are small typos, e.g. "packgaes", and I prefer
"https://octave.org"; as official Octave website.
