Update of bug #59821 (project octave):

        Operating System:                     Any => Microsoft Windows      
                 Summary: "pkg update" ignores previous package version to be
global or local => "pkg update" on windows unexpectedly installs packages to
local

Follow-up Comment #19:

Title updated, I haven't tested extensively yet, if Linux was affected, too.

Off-topic:
In the end, "my" pkg will be a package, synchronized with the current Octave
development sources.  Using this approach changes become backward compatible
down to older Octave 4.x versions and more decoupled of a certain package
index like Octave Forge or Octave Packages.
