Follow-up Comment #1, bug #60472 (project octave):

I was doing all of that on the CLI.  running it in the gui, apparently some
combinations of uninstall with the issues mentioned cause the gui to hard
crash to desktop.  stepping thruogh pkg, it occurs on the rmdir line near the
end. the rmdir occurs, but it crashes before updating .octave_packages, so on
restart it still appears in a list even with a pkg rebuild, but needs a second
pkg uninstall to declare "directory is previously lost" and remove it from pkg
list.

will try to tease this out further, and see if it needs its own bug report.
