Follow-up Comment #23, bug #50692 (project octave):
Oh yeah, company IT stuff (don't get me started); that could also be the
culprit ...
The fact that it seems to be dependent on specific HW and SW environments
seems to suggest that Octave can't do much about it - but as I wrote it can't
be ruled out that on Windows systems, Octave is vulnerable to badly written,
seemingly unrelated SW, or badly written or not fully OS-compatible HW drivers
(e.g., keyboard / HID drivers).
The 30 sec. interval described in comments below is definitely a clue pointing
to background activity outside Octave.
