Follow-up Comment #13, bug #61812 (project octave):

In header files, we should always be including "octave-config.h" first, but
only if it is really needed for some specific purpose.  I don't think it needs
to be included in every .h file in Octave.

All .cc files should begin with


#if defined (HAVE_CONFIG_H)
#  include "config.h"
#endif
