Follow-up Comment #3, bug #61838 (project octave):

Additionally to the bundled version of the communications package, you also
installed a local version of that package. It looks like that local version is
incompatible with Octave 6.4.

Try un-installing that local version:

pkg uninstall communications


After that check, that Octave picks up the bundled version of the package:

pkg list communications


If that shows a folder that matches the bundled version (not the local
version), check again if the package is working now.
