Works for me.

Are you sure you didn't overload the version of the communications package
that is bundled with the Windows installer?

What does `pkg list communications` show for you? It should look similar to
the following:

>> pkg list communications
Package Name    | Version | Installation directory
----------------+---------+-----------------------
communications *|   1.2.3 | C:\Program Files\GNU
Octave\Octave-6.4.0\mingw64\share\octave\packages\communications-1.2.3
