Update of bug #61997 (project octave):
Status: None => Ready For Test

Follow-up Comment #1:
I have pushed changeset
http://hg.savannah.gnu.org/hgweb/octave/rev/7fe4b83eb425 .
Now the base object constructor only creates the settings file when the gui is
not launched. If the gui is used, the main window will create the settings
file after the test for the first run.
Setting to "Ready For Test" and cc-ing jwe in case I am missing any side
effects here.
