Follow-up Comment #1, bug #62058 (project octave):
To make it work, I had to create a link under:
/usr/local/opt/gcc/lib/gcc/11/gcc
sudo ln -s ./x86_64-apple-darwin21 ./x86_64-apple-darwin20
Then reinstalled.
