That sounds like a packaging issue with homebrew. There is probably nothing
Octave or the control package can do to prevent that.

If creating that symlink makes it work for you, the compiler should probably
not be installed in that version specific location in the first place.

Please consider reporting that issue upstream to the homebrew packagers. We
are getting report for this kind of issue repeatedly and cannot help.
