Details:

After upgrading to 7.1.0 from 6.4.0, running the command "pkg rebuild"
produces an error.


>> pkg rebuild
error: save: unable to open output file
'C:\Users\donfent\AppData\Roaming\octave\api-v57\octave_packages'
error: called from
    pkg at line 710 column 9


I suspect a permissions issue; one solution is to open the program by running
it as an administrator and then the command works as expected.  However, this
was not the behavior in previous Octave versions (including 6.4.0). Verified
on two independent machines.
