I pushed a change to the stable branch here:

It should be part of the next minor release of Octave 7.2.0.
Running Octave as administrator might have avoided the issue because `pkg`
defaults to the global package store in that case. At least on Windows, some
packages are already installed in the global package store when installing
Octave.
This probably wasn't an issue with previous versions of Octave because
different versions shared the same folder to manage their local packages
(causing a bunch of other issues).
Marking as ready for test.
