When using docked windows in GUI I have the editor window above and command
window below. Trying to move the window boundary up or down in the GUI is
difficult, because the grabbing line is invisible in standard layout.

I have appended a screen shot including the mouse pointer positioned over the
invisible drag handle. The drag position is several pixels below the visible
editor window boundary. This is very irritating.

I would like to have a visible line at the dragging position / window border.
