Follow-up Comment #2, bug #62976 (project octave):

I just mentioned that I accidentally used 7.1.0 not 7.2.0. But I just checked
it with 7.2.0 and it looks identically.

I tried your hint changing the style from "default" to "Windows", what
improved the situation slightly. Setting custom style makes the title bar of
command window clearly visible an thus is much nicer to use. I would recommend
setting at least one of these two options as default for a windows build.

P.S.: I recorded the screenshots and found that mouse position on the screen
shot is two or three pixel higher that when activating the screen shot. But
the offset of the pull handle is still existent.
