I observed one failing BIST with the freshly released Octave 7.3.0 under
Windows 10. Here is what I did:

* install "octave-7.3.0-w64-installer.exe" from ftp.gnu.org under Windows 10
(as administrator, into a dedicated program folder)
* run Octave 7.3.0 GUI (with normal user rights, user = dummyuser)
* remove all startup.m files and similar
* execute "__run_test_suite__"
* observation: 1 FAIL

Here is the failing BIST, taken from fntest.log:

I did not observe this BIST failure with Octave 7.2.0 on the same Win 10
computer, which is why I marked this a regression.

I am unsure if this is a problem, but wanted to report it anyways.
