Follow-up Comment #7, bug #62648 (project octave):

IIUC, this is only an issue when building the documentation with newer
versions of texinfo. The release tarballs already contain the documentation.
If Octave in these distributions is built from a release tarball, they'll
probably not see this issue. It'll probably only be noted if someone tries to
build Octave from a repository checkout.

IIUC, the tag that we are trying to find also changed from `ul
class="no-bullet"` to `ul class="toc-numbered-mark"`, or from `table
class="index-fn` to `table class="fn-entries`.
So, a backward compatible change might be to look for one or the other?
(Also can't find `=~` in the code that is touched by the proposed changes...)
