Follow-up Comment #20, bug #63437 (project octave):

I do not see a real disadvantage in passing the base_qobject around compared
to the way we previously accessed the settings, namely by calling the
resource_manager singleton each time before  accessing the settings.

What would be the advantage of the system wide settings file? If the user's
file is not present, the settings objects just selects the default and creates
the settings file. But maybe I am missing something here.

And finally, yes, as we already have a derived settings class, I am
(currently) seeing no reason why we should not be able to move the shortcut
and resource manager methods into the settings.
