Update of bug #63633 (project octave):

         Planned Release:                    None => 8.1.0 (current stable)

Follow-up Comment #7:

Turn out we already have a check if those headers can be used. We just need to
make sure they are also working with the C++ compiler.

If that allows to build again with Apple Clang without setting `CXX`, I'll try
to set `CXX="clang++ -std=gnu++14"` manually for the CI on macos.
