Follow-up Comment #17, bug #63700 (project octave):

adding - i never did a w32 check on a w32 system. Maybe my issue is only
stemming from trying to test the w32 version on w64 platforms. Did this
release candidate get any checks on such a platform?  It would help
determining which recommendation to give to anyone running w32.
