Follow-up Comment #1:

Most of the executables in Octave for Windows don't have version information.
The launcher is one of the few exceptions.

I don't expect the launcher to change between Octave versions. So, I'm
doubtful if it would make sense to bump its version just "for the sake of
it".

Could you please elaborate a bit on how the version number of the launcher
executable would affect deployment tools?
