Follow-up Comment #3:

I don't have access to a machine with Windows 7. And given the fact that even
the extended support by MS for that OS has ended, I won't bother installing
it.

It is not a bug that prohibits working with Octave. And like you wrote, you
can work around this with `clc`.

I'm willing to review a patch if someone would like to fix this for that
outdated OS. But I won't be able to look further into this myself.
