Follow-up Comment #3, bug #63779 (project octave):

So you are using tools (latex etc) outside the snap container
and that does not work. This is a bug with snap package. 
If you can fill a bug report there. Perhaps there is a fairly 
simple solution (like setting a specific TMP value).
