It looks to me the issue is with snap-specific packaging.
I am on Centos 9 Stream (and used to be on Centos 8x)
and "native" installation works fine.
You may try to contact snap developers at:

or post message on octave discourse at:
https://octave.discourse.group/latest
may be somebody else had and solve the same.
