Follow-up Comment #1, bug #63909 (project octave):

Also on Windows 10 there is a significant time difference between 7.3.0 and
8.1.0 in opening and saving the edit/preferences menu.

I try to delete the .ini file but nothing change. 

My antivirus is the Windows Defender.
