Follow-up Comment #21, bug #63930 (project octave):

This bug is still open but I pushed a patch for fwrite to
https://hg.savannah.gnu.org/hgweb/octave/rev/fcd97a68e5f7 so that at least
that is getting tested and iterated while this is being fixed.

The side effect of that fix on fprintf is that it will change conversion of
the output file to UTF-8 as seen in the comments below. So that's the next
thing to fix. I'm thinking that there's no single-point solution that works
for both fwrite and fprintf.
