In fact there was also quite a lot of work on a Spanish translation. Though its not packaged yet.. See the SVN at
http://octave.svn.sourceforge.net/viewvc/octave/trunk/octave-forge/language/es/there appears that 1120 functions already have Spanish translations, which is already pretty complete. I'm sure it'll be in the next release.
