Hi Martin and Gareth and thanks for the help
the problem was the ground line in the USB was disconnected.
I am fixing that now and hopefully it will work then

Hi Arni,
reading the device descriptor is the first part of the USB enumeration process.
The PC does not get any response from the Tiny. That could either be the cable
in general causing interference (e.g. too long, shorts between lines), the D-
line is broken or the USB part in the LPC2148 is damaged (unlikely).
- no flashing Tiny LEDs if plugged: Vbus line ok as it switches the Tiny into
bootloader mode
- PC detects new USB full speed device: D+ line ok as 1.5k pull-up seen by PC
