Levels and their World Maps

Would it better to "group" the levels then rate them within the "groups"?  
It's just that have been having a little play around with Volcano Island, 
and the difference between "Evil in the Dark" and "Alone in the Desert" is 
like the difference between night and day.  And I don't think they all fit 
in with a "Volcano Island" theme.

Probably best to design the World Maps after most of the levels have been 
grouped.
