Details:

This patch implements the Weight Cases dialog for the GUI.  

It also contains the start of a framework which should make it easy(er) to
implement the myriad of dialog boxes the pspp requires, in particular, those
which feature a list of variables to be selected from treeview widget.

It uses some features from glade 3.1.4 so you'll need that version if you
wish to make use of them.

So far as non-gui aspects are concerned, the only impact of this change, is
that we now buid-depend upon libtool.  This is required because libglade
dynamically loads its custom modules.
